PURSUANT TO GOVERNMENT CODE SECTION 54974, notice is hereby given that the City Council of the City of Bishop announces an unscheduled vacancy on the Water and Sewer Commission.  This appointment will be in effect until the end of the term on November 8, 2018.  All interested persons interested in serving on this City Commission may contact Bishop City Hall, 377 West Line Street, Bishop, (760) 873-5863.  Applications and descriptions of duties and responsibilities of the commission are available at City Hall and on the City’s website at http://www.cityofbishop.com   Applications will be accepted until the close of business at 4:30 p.m. on Friday, August 4, 2017.

Spruce, Yaney, Hanby Sidewalks Hearing Rescheduled, May 8

The public hearing for the City of Bishop Spruce, Yaney, Hanby Sidewalks project environmental document has been rescheduled to 8 May 2017. Comments on the document can be provided anytime up to and including the hearing. The hearing will be held at the City Council meeting that starts at 6 pm that evening.

The Spruce, Hanby, Yaney Sidewalks project is proposed to construct sidewalks and bike lanes on streets in and near the back of the Bishop City Park. The $1.2 million project would construct sidewalks and bike lanes on Spruce Street, Hanby Avenue, and East Yaney Street in and adjacent to the City Park. In addition to sidewalks and bike lanes, the project would extend the existing paved path near the community garden (the Pine to Park Path) to the new sidewalk proposed for Hanby Avenue. The project is funded through the state with gas tax funds. The particular funds used for this project are dedicated to bike and pedestrian improvements and can only be used for those purposes. A more complete description of the project is included in the environmental document or is available from city staff.

The environmental document is available at City Hall and on the city website at http://www.cityofbishop.com/departments/planning/environmental-documents/. The environmental document for the project identifies and evaluates potential impacts the project could have on the natural and human environment and proposes mitigations. All comments are welcome.

Short Term Rental Workshop, April 24

On Monday, April 24th, the Bishop City Council will hold a public workshop during the regular City Council meeting to garner public input on drafting regulations to allow for short-term rentals in Bishop City limits. 

In the past several years, websites such as Airbnb and VRBO have increased the number of people renting out their home or a room in their home on a short-term basis (under 30 days) both regionally and nationally.  There are currently a handful of short-term rentals available within City limits.  

City Council held an initial discussion regarding short-term rentals with the public at their regular meeting on March 13th.  Several short-term rental operators spoke in favor of regulating the use, saying that short-term rentals allow tourists a unique lodging option that can’t be found at local hotels.  Some residents voiced concerns about allowing for a quasi-commercial use in residential neighborhoods.  One hotel owner said that he didn’t mind allowing short-term rentals, but that they should be required to play by the same rules as hotels, such as meeting building and safety standards, and paying Transient Occupancy Taxes or TOT.

The City Council is interested in receiving further public input on the pros and cons of short-term rentals within City limits before directing staff to prepare an ordinance regulating the use.   The workshop is open to the public, and will be held during the City Council meeting on Monday, April 24th at 6:00 pm at the Council Chambers at Bishop City Hall, 301 West Line Street.

Sustainable Strategies for Small Cities & Rural Areas Community Meeting, May 3

The City of Bishop will be hosting a community workshop on May 3rd at 6:30 pm at the Home Economics Building at the Tri-County Fairgrounds.  The workshop will focus on gathering public input and ideas for revitalizing downtown Bishop, increasing housing options, and streamlining the Municipal Code to incentivize commercial activity. 

The workshop is being funded through an Environmental Protection Agency Sustainable Communities Grant the City was awarded in late 2016.  The input from the workshop will inform a action-oriented plan that will provide the City with specific strategies to fulfill the goals established in the 2015 General Plan Economic Development Element Update, as well as an inventory of potential funding sources to implement those actions.   

“This grant opportunity was born out of the 2015 Economic Development Element update,” said Elaine Kabala, Associate Planner with the City, “We want to be able to draft a plan that we can implement, not a plan that sits on a shelf. We are hopeful that this technical assistance can be leveraged for future grant funding to implement some of the ideas from this workshop.”  

The plan will be prepared based directly on in put received at the workshop.  “The more residents and businesses that can come and participate, the better the outcome will be,” Kabala added.

Inyo County Spelling Bee

Students from five of our local elementary and middle schools will compete in the 41st Annual Inyo County Spelling Bee on Thursday, January 26, 2017.  The competition will be at Jill Kinmont Boothe School.  Our local Altrusa chapter sponsors this event. 

The events will begin with a written Preliminary Elementary/Middle School Competition at 5:30 pm.  The public events for Elementary/Middle School Championship Competition begin at 6:00 pm.

Altrusa representatives will hand out awards for the first, second and third place winners from the competition.

The top two 4-6 grade elementary and top two 7-9 grade middle school spellers qualify to participate in the Elementary and Junior High State Spelling Championship competitions in the spring.

ESAS: Audubon Program

Amy Leist, from the Great Basin Bird Observatory, will be giving a presentation on the Lower Colorado River Riparian Bird Project. During her talk, she will discuss the long-term monitoring of riparian breeding birds covered by the Lower Colorado River Multi-Species Conservation Program.
